Automatic Number Plate Recognition Triggered High-Speed Pursuit Prior to Fatal A66 Crash
A routine automated alert on Teesside roads set into motion a catastrophic chain of events that ultimately claimed the lives of seven individuals, including 23-year-old Jakub Matusiak, four young companions, and two Cleveland Police officers. The incident began when automated number plate recognition (ANPR) cameras flagged a suspicious Volkswagen Passat cruising through the area. Law enforcement authorities later confirmed that the vehicle was fitted with cloned registration plates linked to prior unsolved incidents.
When armed response officers signaled for the driver to pull over, the vehicle accelerated sharply, refusing to yield and sparking a chaotic high-speed chase through residential streets. According to findings released by the Independent Office for Police Conduct (IOPC), the pursuit lasted for just under seven minutes. The situation escalated rapidly when the Passat entered the A66 dual carriageway in South Bank and began traveling against the flow of oncoming traffic. Recognizing the extreme danger, dispatchers and pursuing officers immediately ordered the chase to be aborted, maintaining their position on the correct side of the carriageway.
Just ten seconds after the pursuit was called off, the wrong-way vehicle collided head-on with a marked police response vehicle that was assisting in the area but was not involved in the initial chase. The high-impact crash resulted in the immediate deaths of all seven people inside both automobiles. Alongside Jakub Matusiak, the other victims inside the Passat were identified as Michael Robert Cahill (23), Makai Saddington (18), Theo Rae (17), and Cole Robert Worthy (17). The two responding officers, PC Matthew Blades (37) and PC Tom Clough (38), also perished at the scene.
Investigators and independent watchdogs continue to review police logs, radio transmissions, and in-car footage to establish a complete timeline of the events leading up to the disaster.
