Government records have identified the two federal agents involved in the fatal shooting of Alex Pretti, a 37-year-old intensive care nurse, during a chaotic federal operation in Minneapolis. The disclosure follows weeks of public pressure and reporting that challenged the lack of transparency surrounding the incident.
According to records reviewed by investigative journalists, the agents are Jesus Jesse Ochoa, a U.S. Border Patrol agent, and Raymundo Gutierrez, a Customs and Border Protection officer assigned to a special response unit. Both were deployed under Operation Metro Surge, a federal initiative that sent armed agents into cities far from the southern border.

The shooting occurred during a federal sweep that witnesses described as chaotic and heavily militarized. Authorities initially declined to release the agents’ names, citing standard procedures. Requests from state investigators were reportedly denied, and body-camera footage has not been made public.
Video circulating online shows Pretti filming federal agents in a popular arts district. The footage captures a masked agent pushing a woman to the ground, followed by Pretti stepping forward. Moments later, pepper spray is deployed, agents converge, and multiple gunshots are heard. The video does not conclusively show who fired first or under what immediate threat, but it has intensified scrutiny of official statements.
Pretti was legally armed, according to authorities. Analysts reviewing the video have raised questions about the sequence of events, including whether the firearm was secured before shots were fired — a point that investigators have not publicly resolved. Ochoa, 43, joined CBP in 2018 after earning a criminal justice degree and pursuing a long-held goal of becoming a Border Patrol agent. Gutierrez, 35, joined CBP in 2014 and works within the Office of Field Operations on a high-risk response team modeled after police tactical units. Both were brought from South Texas to Minneapolis for the operation.
Following protests and bipartisan concern, the United States Department of Justice announced a civil rights investigation into the shooting. As of now, no charges have been filed, and officials emphasize that the investigation is ongoing.
Civil liberties advocates argue the case raises broader questions about the deployment of anonymous, heavily armed federal teams in U.S. cities and the mechanisms for accountability when encounters escalate. Supporters of the operation contend agents were operating in a volatile environment and that conclusions should await the outcome of formal investigations.
Pretti’s family has called for transparency, the release of body-camera footage, and an independent review of the operation. Friends and colleagues described him as a dedicated healthcare worker who spent his career caring for veterans.
