Cleveland Police Chief Dorothy Todd confirmed Tuesday that officers located two separate suitcases, each containing the body of a juvenile Black female, concealed in shallow graves. One victim is estimated to be between 8.5 and 13 years old, while the other falls in the 10.5 to 14 age range.
